Foundation
INTERNATIONAL CONGRESS SHIELD, officially known as the International Congress for Protecting the Rights and Freedoms of Citizens (SHIELD), is an independent international non-governmental and non-profit humanitarian organization established in 2011 in Odesa, Ukraine, by Dr. Saleh Muhamed Daher, who serves as its Founder and President.
Today, the organization is headquartered in Brussels, Belgium, and carries out its humanitarian mission through an international network of volunteers, experts, legal professionals, academics, journalists, and representatives working across different countries.
Founded on the principles of human dignity, justice, independence, and international cooperation, the organization works to promote and protect fundamental rights and freedoms while supporting peaceful coexistence, sustainable development, and respect for international law.

Our mission is to promote and protect human rights and fundamental freedoms through humanitarian action, education, legal awareness, international cooperation, and community engagement. We strive to empower individuals and communities, encourage dialogue, strengthen social justice, and support initiatives that contribute to peace, equality, and sustainable development.
